Get off the treadmill of European harmonisation
Article Abstract:
European Community harmonisation regulations are expensive and bureaucratic. The regulations applying to waste disposal and proposed health and safety laws will not protect the environment or workers but will be expensive and time wasting for businesses. Britain cannot afford to introduce harmonisation legislation with its economy in recession, especially as other European states are delaying implementation. The laws are unnecessary for free trade and will prove expenisve for the whole Community. Britain should use its presidency of the EEC to slow down the process.

Time to sort out the confusion over contracts
Article Abstract:
The UK government has offered to organise and finance research into the structure of the construction industry to highlight difficulties. Existing rules on tendering and contract management need to be revised. Codes of procedure on tenders for design and build projects need to be created. The research should focus on: builders direct responsibilty for building projects; the changing role of architects, quantity surveyors and engineers; the relationship between the client and the project team and separation of the intial project design and management.

Picking and choosing
Article Abstract:
UK construction industry guidelines have been set out in a report by Sir Michael Latham, called 'Constructing the Team'. Many architects are failing to implement the guidelines, which focus on forming partnerships and good working practice. Lawyers and quantity surveyors pick and choose which recommendations they want to include in contracts, which affects contractors.
