Article Abstract:
1993 recovery for the UK construction industry will be gradual. Fiscal measures such as the lowering of VAT from 17.5% to 15% would stimulate growth. The industry should consolidate its support from members of parliament and the media. New ideas should be pioneered. Public and private sector cooperation will be needed to finance projects such as social housing. Newly opted out schools and trust hospitals will need to carry out buildings projects. Opportunities exist in government equity participation in one-off joint companies floated by special bonds for individual projects.

A fair exchange mechanism is no robbery
Article Abstract:
The UK construction industry has suffered throughout 1991 and 1992 because of the government's ERM (European Exchange-Rate Mechanism)-tied economic policy. Germany's reunification programme has kept interest rates high, which has not helped the UK. The UK construction industry has opposed government policy and has tried to encourage lower interest rates and lower taxes, such as value added tax and capital gains tax, which would stimulate economic growth. It is hoped that the UK's self-suspension from the ERM in Sep 1992 will aid recovery within the industry.

An autumn sunrise or another false dawn?
Article Abstract:
The UK construction industry has welcomed the chancellor's Autumn statement but parliamentay lobbying must still continue as measures only point to a 1% economic growth for 1993. A 1% growth will result in further unemployment which will put further pressue on the public sector borrowing requirement for social benefits. A 2.5% cut in VAT would have been a better way of stimulating the economy as it would encourage consumer spending. The new infrastructure proposals and 12-month time limit on capital allowances only offers long-term relief.
