USPS looks into online mail service

The US Postal Service's proposal for an online mailing service may face opposition from some members of the Mail Advertising Service Association, who cite that the service will compete with their offerings. In July 1998, USPS asked the Postal Rate Commission to authorize the testing of Mailing Online, a new service that will allow small businesses with 20 or fewer employees to automate mailings from their personal computers. The company chose to test the service in the Philadelphia-New York-Boston corridor, which is reportedly the nest of small offices and home offices. Mailing Online is part of Post Office Online, an initiative aimed to assist small businesses nationwide with online mailing.

'H.R. 22 Lite' will delay McHugh bill

H.R. 2535, called 'HR 22 Lite,' is expected to delay its competing bill, Rep John McHugh's Postal Modernization Act of 1999. The 'HR 22 Lite,' a union-friendly substitute, offers rate-making flexibility to the USPS, negotiated service deals between mailers and the USPS, and enhanced authority to the Postal Rate Commission. The new bill will also pave the way for a nonbinding study called the 'National Commission on Postal Efficiency and Enhancement' to look into postal efficiency and methods for enhancing operations.

Consignia Plans Online Bill Service

United Kingdom's Consignia PLC has announced that it will introduce a new online billing service by the end of 2001. Consignia, which will offer the new service at no cost to customers, became a public company this year.
