Article Abstract:
The UK government is set to issue the first draft of the first stage of the revision to Part L of the Building Regulations in Mar 2000. Insulation standards for walls, windows, roofs and floors will have to improve, while other amendments under consideration include fabric airtightness. The construction industry has reacted negatively to the government's apparent inability to establish a timetable for implementing the new regulations. Furthermore, the industry has been angered by lack of consultation and by insufficient information about what the new requirements will be. Questions are being raised about the practicality of the timescale for the change.

The implementation of the second stage of the UK's Disability Discrimination Act 1995 is set to change the way buildings are designed, but there is little direct guidance for consultants on what needs to be done. However, lack of definition of requirements will not be accepted as an excuse for non-compliance and architects who ignore the rules will be negligent. A table of what modifications may have to be made from 2004 is included.

Construction's 75m noise bill
Article Abstract:
The regulations on sound insulation for new homes in England and Wales are discussed. The higher standards of insulation required for flats, houses, hostels, hotels and schools may lead to costs of 75m pounds sterling a year for the building industry.
