Does the Postal Service suffer from MIDS?

The US Postal Service (USPS) seems to be exhibiting symptoms of 'Microchip Immune Deficiency Syndrome (MIDS),' described in Thomas L Friedman's book 'The Lexus and the Olive Tree.' MIDS is a situation in which companies consistently fail to improve productivity and are too slow to respond to the challenges of the real world. Among the solutions suggested to remedy the USPS' problems is drop-entry discounts for First Class mail. This incentive would reduce the volume of two-day and three-day servica area mail in its system.

The main purpose of an article published by Sen. Susan Collins, chairwoman of the Senate Governmental Affairs Committee, was to communicate that the postal legislation she cosponsored will make the necessary reforms ensuring that nine millions jobs are protected and that Americans can continue to rely on services.
