The Philippines experienced a constitutional crisis and a severe currency depreciation in 1997. However, its exports grew at 25% and its deficit is less than 4% of GDP, putting the nation in a stronger position than most of its Asian neighbors. A strong commitment to democracy may be the Philippines' greatest asset, proven by widespread rejection of the suggestion by President Fidel Ramos that he serve a second term.

The Davao advantage
Article Abstract:
Foreign investment has increased nearly 600% in Davao City, the Philippines, between 1987 and 1997. Once characterized by Filipinos as "Murder City," Davao has become a communications and financial center. The city council plans to implement further incentives packages for foreign investors, and has government support to issue up to $500 mil in bonds to finance Mindanao infrastructure projects.

Investors take a closer look
Article Abstract:
The Philippine peso was significantly weakened in 1997, but this fact attracts foreign investors since goods made there can be competitively priced. Several companies from Singapore, Japan, and the US are planning to establish a $150 mil joint venture in the Laguna district south of Manila, and the entire factory complex is scheduled to begin production in 2000.
