Altruism, the Samaritan's dilemma, and government transfer policy
Article Abstract:
The economic implications of altruism is demonstrated by showing that altruism can provide an efficiency rationale to the public for the transfer of insurance to the poor. It is based on the framework where rich altruists are present and there are poor who face some risk of loss. It is also assumed that the government represents the rich and makes transfers. The poor may do away with insurance and depend on private charity with unconditional transfers. Adverse efficiency effects result with the reliance on private charity. This could be avoided if the government makes in-kind transfers of insurance.

Anti discrimination enforcement and the problem of patronization
Article Abstract:
A taste-discrimination model reveals the problems of enforcing laws designed to curb employment discrimination. Because of patronization, statistical enforcement policies or quotas do not necessarily remedy disparities in the job skills of different groups. A policy in which representation of disadvantaged groups is increased over time is a more effective way to remedy job skill differences.
