Behavioral responses to tax rates: evidence from the Tax Reform Act of 1986

The Tax Reform Act of 1986 is considered a vital tool in the development of income tax regulation. The act covered a wide range of reforms across various individuals, allowed comparison of 1985 data with earlier years after 1986 and offered superior government data for household behavior research. Developments after the 1986 act showed that lower marginal tax rates covered less than anticipated revenue loss and a greater reduction in the tax system's deadweight loss.

College scholarship rules and private saving
Article Abstract:
The impact of current college scholarship rules on incentives to save was studied by examining data from the 1986 Survey of Consumer Finances. It was discovered that families qualified for college scholarships incur 'education tax rates' on their income from 22% to 47% not including federal and state income taxes. It was concluded that these levies do not result in incentives to save for college expenses, resulting, instead on reliance on financial assistance.

Prefunding Medicare

Several issues surround the prefunding of the Medicare program of health care. The problem of the increasing cost of Medicare correlates with the extra real resources needed to be devoted to enhance the health of the elderly and the deadweight loss of the higher taxes required to finance the spending. Other issues surround the prefunding concern focuses on administration, financing, risk, and medical technology.
