Developing countries cannot afford even basic telephone technology. At the end of 1983, the United Nations' World Communications Year, a commission is being formed to set up a fund to spread telecommunication. Politicians do not favor this. However, recent studies show that a telephone system helps economic development. Graphs illustrate the situation.

Taxman, Don't Spare That Tree
Article Abstract:
Since enactment of the 1981 Forestry Act in Great Britain, private forestry is a growing business. The act provided attractive tax incentives to promote treegrowing, particularly in areas of little other value. Scottish uplanders are critical of the effect of newly planted forests on their moors and farmlands.

Soviet President Yuri Andropov has not been seen in public for four months. No explanation of his absence has been given. The Soviets are trying hard to impress the world that Andropov remains in charge. However, it is unclear who is in power and what faction might gain control should Mr. Andropov resign.
