Development strategies for the military-industrial complex
Article Abstract:
This article discusses methods of conversion of the post-Soviet era military-industrial complex in the Russian Federation; a brief outline of military spending in Russia is given including the percentage of GNP spent on the military, provides a comparison to US spending which is at least ten times greater, and suggests that the Russian military is underfunded. Russian defense cutbacks were pursued in the early 1990s under the belief that the country was wasting natural resources and should develop a relationship with the US, while ignoring the expansion of NATO into Eastern Europe, terrorist activities in Chechnya and the threat posed by the victory of the Taliban near Russia's southern borders; the author suggests maximizing investments for economic growth and better management of natural resources to transform the defense industry.
