Dubai judicial reforms
Article Abstract:
Dubai, in the United Arab Emirates has enacted the Dubai Courts Law and taken other steps to improve the operation of their courts. This includes creating a Judicial Inspection Department, a Judicial Board and repealing several rules of the Court of Cassation. The new law permits suits against the Ruler or State of Dubai under the conditions of full written disclosure of allegations to the Legal Advisor, who then submits them to the Ruler. No judgement may include attachment, taking or arrest of assets of the Ruler or the State.

New rules for licensing media-related activities
Article Abstract:
The United Arab Emirates' Ministry of Information and Culture released new regulations governing the licensing of media-related activities in 1996. The new framework provides a number of general conditions for the licensing of video and cassette transactions, bookstore operations and printing shops. It also contains special rules concerning computer programs, cinemas or theaters, films, broadcasting, printing presses, press services, advertising and promotions, art bureaus, and music and dance schools.

New licensing rules for foreign individuals
Article Abstract:
The town of Sharjah in the United Arab Emirates recently issued new rules regarding foreign natural person doing business in the emirate. Foreigners can do business after receiving approval from the newly created Licensing Committee. The licensed foreigner must conduct or directly supervise the business himself. A UAR national service agent and a register of all principals and their local service agents are required. Provisions relating to 'pro forma' companies are explained.
