Effects on beneficiaries of the "monetization" of privileges in Russia: initial experience in Saratov Oblast
Article Abstract:
Transportation privileges obtained by beneficiaries in Saratov, Russia were monetized (turned into cash) in the beginning of 2005. It is found that rural beneficiaries fared better than urban beneficiaries, and that beneficiaries favored further monetization of benefits, except for housing and communal services.
