Article Abstract:
Preparations for the European Monetary Union and the Intergovernmental Conference dominated much of EU's time such that the number of developments regarding its external policies was much less significant in 1996 than in 1995. The EU appeared to put many its external policies on hold whilst organizing its internal order. Ireland's proposed revision to the treaty of the EU regarding foreign policy and its possible ramifications on EU external policies is evaluated.

Article Abstract:
European Union's foreign policy in 1995 resulted to improvements in its relationships with the United States and Mediterranean countries. The year also marked EU's growing clout in the World Trade Organization. However, the development of the Common Foreign and Security Policy failed to meet expectations. Moreover, EU's ties with Russia, central and eastern Europe and Lome countries continue to stagnate due to political and trade conflicts.
