Finance and development of private power projects in Saudi Arabia
Article Abstract:
Legal changes may be imperative if Saudi Arabia is to successfully promote private investment in its electric power sector. While significant advantages are already enjoyed by project developers, investors and lenders in the industry under the country's legal system, changes are still necessary in such areas as the creditworthiness of SCECO entities, regulatory system for private power producers, and foreign law and arbitration. Some of the major elements in structuring and financing a private power project in the country are also presented.

Article Abstract:
There are two new electric power projects proposed in Saudi Arabia that may include private ownership if the legal framework issues can be successfully resolved. The two new projects mark the entry of private developers in the electric utilities industry and may include private ownership, operation and financing. Other options being considered to increase power capacity include continuing government financing, delayed government payments, soliciting capital from end-users and external lending.

Capital markets in the kingdom: quantum jump now needed in scope, activities and depth
Article Abstract:
Saudi Arabia needs to develop its capital markets in order to advance privatization, attract international capital, and diversify an economy overdependent on petrochemicals. Authorities must help develop secondary equity markets, establish a sound regulatory framework, and encourage banks and corporations to issue debt instruments. The govt should reduce its own holdings of private companies' shares to deepen a now-shallow market, and advance an active privatization program.
