The history of gradual financial liberalization in China is discussed and analyzed. The paper proposes a more liberal investment policy, the establishment of a banking system with such interest rate regime that provides efficient investment funds allocation, reform in the non-banking sector to create self-raised funds by enterprises and financial companies, and foreign direct investment
