Fiscal federalism in Russia a critique of the OECD proposals
Article Abstract:
The OECD has proposed to improve fiscal federalism and press for full market liberalization simultaneously in Russia by using the financial reform process. It is suggested that while designing the optimal fiscal federalist regime, increased efforts must be taken to rein private property rights.
