Article Abstract:
Syria's plan to shift from oil to natural gas, particularly for industry and power plants, may increase the country's demand for gas exploration and production equipment. At present the country's gas production is 300 million cubic feet per day (mcf/d), of which 170 mcf/d is produced by the Syrian Petroleum Co (SPC). Gas reserves are estimated at 300 million cubic feet and oil reserves at 3.5 billion barrels. SPC and Al-Furat Petroleum Co control most of Syria's oil and gas infrastructure. Pipes, tubing and casings to wellhead assemblies are among the items that Syria may soon need.

Do preferential procurement programs benefit minority business?
Article Abstract:
Statistics on 4,412 minority business enterprises (MBEs) that provided goods and services to the government in 1987 were examined to determine the effectiveness of preferential procurement programs in helping MBEs. The variables selected include the owner's level of education and management experience, marital experience and the quality and quantity of human capital. Results show that MBEs who relied heavily on government contracts were more likely to close down earlier than other firms.

The determinants of price and quality in competitively tendered contracts
Article Abstract:
Competitive tendering and contracting (CTC), which has been used by the public sector in providing services, has been adopted in Europe, America and Australasia. Analysis of CTC has focused on price and quality. An econometric model has been developed to test the hypothesis that price reductions result in lower quality. Findings show price was significantly reduced by competition while the quality of service has been maintained or improved.
