Improvements to CPI procedures: sample rotation of the used car and truck sample
Article Abstract:
A new sample for used cars and trucks was first used in February 1998 for the Consumer Price Index (CPI). Prices of used vehicles are derived from the N.A.D.A. Official Used Car Trade-In Guide. The sample size is larger, with 562 vehicles instead of 442, and trucks are now included. Only vehicles betwen two and six years old are included. The new sample has more older vehicles, more small and luxury/status vehicles, and fewer intermediate/full size vehicles. Sedans are not as dominant in the new sample.

Improvements to CPI procedures for handling utility refunds
Article Abstract:
The handling of utility refunds will change beginning with the Consumer Price Index (CPI) for January 1999. Rebates for past excess charges that appear on customer bills as separate refund credits will be disregarded in CPI utility indexes. This change means that the indexes will better reflect current rates. The indexes' month-to-month volatility should be lower. The long-run movement of the CPI should not be affected.

Extending the improvement in CPI sample rotation procedures
Article Abstract:
The Bureau of Labor Statistics has effective with the Consumer Price Index Data for June 1996 extended to all nonshelter categories the improved sample rotation procedures started with the Jan 1995 CPI for food-at-home categories. No longer correlating the weight and the starting price mitigates the bias in estimating price relatives. The old and new methods are detailed.
