Interpreting budget deficits in Latin America: methods with application to Argentina
Article Abstract:
Argentine data can provide a valuable insight into the most appropriate ways of interpreting Latin American budget policy. It is important to be aware that the evaluation process must begin by assessing the degree to which government expenditure and revenue are automatically affected by the business cycle. It is clear that there is a considerable degree of inflation endogeneity in the Argentine budget and that budget policy in Argentina is not well managed from the Keynesian point of view. It can be argued that Latin American countries must take into account their policy targets and sources of budget endogeneity when assessing fiscal policy.

Economic foundations of the current regulatory reform efforts
Article Abstract:
The American Congress is concerned about the economic foundations of the regulatory policy it introduced in 1995 and 1996. As market economies fail to intrinsically address environmental pollution and other risks, there is a need to ensure that laws regulating these risks yield social benefits commensurate with their costs. The bills promulgating these policies could, however, affect the process of regulation negatively by causing delays in forming panels for review. Only those reforms which make the assessment of regulation more sound and less biased can improve such regulation.
