Is there a bias toward excess in U.S. government budgets or deficits?
Article Abstract:
US political and budgetary institutions do not systematically produce excessive levels of public spending or huge budget deficits as compared to other countries. It was only in the 1980s that the huge fiscal deficits became a problem for the government, but inertia in the political system makes it difficult to correct the budget deficits through an increase in taxes. Proposed institutional reforms that will impose limits on borrowing and taxing through amendments to the Constitution may be ineffective in dealing with the deficit problem.
