Medicare reform: obstacles and options
Article Abstract:
Several obstacles, challenges and options surround efforts to reform Medicare. Policy debate has focused on two broad approaches to restructuring the Medicare program. These were the shift from pay-as-you-go financing to prefunding and shift from open-ended federal payments to a defined contribution. A Medicare Commission was established to sort through the proposals and make recommendations to Congress on policies designed to promote the viability of the program in the future.
