Article Abstract:
Prime Minister Margaret Thatcher has introduced her own 'authoritarian' style of administering the British government. She initiates government policy and strategy with the aid of a small group of advisers. Department ministers are expected to execute policy. Budgetary control has been delegated to the central Financial Management Initiative (FMI) unit. The powers of the cabinet have been usurped, while the power of the prime minister has been greatly enhanced. Promotions in the civil service may depend on loyalty to the prime minister.

A Better Class of Fudge?

The new leader of Great Britain's Labour Party is Neil Kinnock. A campaign strategy committee will be established to supervise policy making. A priority for Kinnock is to bridge the gulf between the national executive and Labour members of Parliament. The committee has four years to solidify the Labour Party. Mr. Kinnock will be marketed as a leader as part of the campaign strategy.

There have been demands for the resignation of British foreign secretary, Sir Geoffrey Howe, over his handling of industrial relations at the communication headquarters in Cheltenham. He is too good a diplomat to lose. The foreign office moves in a world of power and secrecy and must pay for it when bad decisions become known.
