Great Britain must enforce legislation to regulate trade union behavior in its case involving the National Graphical Association (NGA) strikers and the Stockport Messenger Group. Workers voted secretly against a closed shop. The current court decision ruled against secondary NGA strikes.

The Roots of the Union's Strength

Britain's National Graphical Association won a victory from the Newspaper Publishers Association in November 1983. The union's power comes from its chapel system which controls employment. Technological changes are a threat to the union.
