Obstacles to EU enlargement: the classical Community method and the prospects for a wider Europe
Article Abstract:
The possibility of enlarging EU membership to 25 countries has focused attention on the way the EU had handled the four previous enlargement processes and raised questions regarding the appropriateness of the EU's classical Community method of enlargement. The Community method focuses on the applicant's agreement to the 'acquis communautaire,' while negotiations tend to deal mainly with transition periods. The Community method should be modified to make it more effective in an enlargement process characterized by a large number of heterogeneous applicants.

Article Abstract:
Compliance with the 1993 Copenhagen criteria is one of the most essential component of EU's preaccession strategy. According to EU regulations, only applicants that have considerably contributed to the realization of the legislation's vision would acquire membership privileges. EU officials have also adopted a programme that seeks to evaluate the pre-accession aid provided to members. This programme, dubbed as the PHARE aid, would be substantial in providing support for infrastructure development and institution-building.
