Policy burdens, accountability, and the soft budget constraint
Article Abstract:
A study was conducted to analyze the prevalence of the soft budget constraint in socialist and transitional economies. The premise that soft budget constraint is rooted in the state's accountability problem was examined. The use of the viability of strategic industries and its correlation with the origin of the Stalinist system was then discussed. Results indicated the importance of the soft budget constraint for the survival of enterprises during attempts of the state to speed up growth.

Entry and R & D in procurement contracting
Article Abstract:
A study of entry and research and development (R and D) in procurement contracts is presented. A model describing competitive procurement and contracting is analyzed. The model assumes precontract R and D, the presence of homogenous firms and sealed-bidding. It is shown that sealed-bid first price auctions equal second-price auctions when diminishing returns to scale are assumed. In addition buyers exhibit preference for free entry under selected reservation prices.

Experience advantages and entry dynamics
Article Abstract:
An analysis of experience advantages and market entry conditions is presented. The analysis focuses on an extension of an industrial organization model which assumes uncoordinated entry dynamics and firms with the experience advantage. It is shown that an equilibrium can be reached where reasonable properties and specific bounds for the long-term conditions of firms can be satisfied.
