Substantial shifts toward privatization of state-owned goods and services requires the development of a comprehensive, consistent policy to guide ownership conversions. Based on research, the Australian government should adopt frameworks that apply to specific services and industries, and prohibit privatization for services in which private ownership would be inappropriate, such as prisons.
