Stabilization fund instruments: Experience and prospects

A portion of Russia's federal budget revenue growth has been captured by the stabilization. The stabilization fund is intended to show the rise of the real exchange rate and support the competitiveness of Russian manufacturers. Instead of supporting social spending, the fund is to be devoted to paying interest and amortizing the foreign debt.
