Article Abstract:
A survey conducted by the National Federation of Independent Business in Sep 1998 reveals that finding qualified labor remains the most important problem confronting small businesses. It also showed that 28% of small businesses raised compensation during the last three months, while only 2% raised average selling prices. Revenues also declined, with 14% of those with lower profits blamed rising labor costs. About 32% plan capital outlays, which is six points lower than last month's levels.
