Is APEC a natural regional trading bloc? A critique of the 'gravity model' of international trade
Article Abstract:
Two working papers of Frankel, Stein and Wei (1994) are reviewed. The three authors conclude in these works that significant regional trading relations have already formed naturally in certain parts of the world, particularly in Asia-Pacific, even in the absence of formal trading agreements among the countries involved. However, closer analysis of these papers indicate that this conclusion is erroneous due to a mis-specification inherent in the traditional gravity model used. Suggestions for improving the model are offered.

The usefulness of a competition-oriented approach to the examination and conceptualization of future multilateral trade negotiations as well as to the formulation of future trade pacts is examined. The analysis focuses on such issues as the rationale for this approach, its benefits, the development of an orientation for trade talks using this method, its potential effects on the operation of the international trading system, and the applicability of the contestable market theory.
