Setting Bondholders Free To Shackle the Antilles
Article Abstract:
Three proposals are being considered in the United States House of Representatives which would abolish the thirty percent withholding tax on interest earned by foreign investors in American capital markets. Abolition of the withholding tax would enhance America's opportunity to renegotiate its tax treaty with the Netherland's Antilles, a tax haven for American companies. It would make the American domestic bond market more competitive with the Eurobond market as well. Support for the bills by United States banks and the United States Treasury is examined. It is anticipated that one of the bills will eventually be passed by Congress.

Article Abstract:
A study by the Institute for Fiscal Studies (IFS) reveals problems with British taxation of savings. The study criticizes the business expansion scheme (BES) and the system for taxing pensions and life insurance. Personal assets are divided into two categories: tax-privileged and tax-penalized. Reforms are proposed, principally the introduction of two types of savings: privileged and non-privileged.
