Shooting stars can be used as long distance radio communications. A VHF radio signal may be bounced off of the star's charged particles. The shooting stars are free and invulnerable. Weather forecasters, and Third World farmers are natural markets for cheap weather predictions. United States military strategists require a communication system invulnerable to the effects of a nuclear blast. Meteor-relay systems are a natural.

Mitterrand Looks to the Stars
Article Abstract:
In a February 1984 speech before the Dutch Parliament, French President Francois Mitterrand expressed concern about Western European defense. Including defense as a European, rather than national concern, is an about-face for France. One project would involve cooperation on an orbiting defensive space station.

Navigation is not as precise as one would like. The Navstar Global Positioning System, developed by the United States, uses American satellites. Civilian use is under debate.
