Speculator Overboard
Article Abstract:
Speculative schemes by Norwegian, British and Swedish investors, involving the purchase of secondhand supertankers at currently low prices for eventual resale, are described. Although the shipping industry has been plagued by overcapacity, this excess is declining. Scandinavian banks are investing in the schemes and Citibank is considering involvement.

Fraud costs are doubling for the world's shipping industry. Theft and destruction of ships for insurance are being controlled, but criminals are finding ways to fiddle with container shipping. Possible international solutions are listed.

In the past decade, international shipping has had to deal with overcapacity. Many tons of ships have been sold for scrap. There are signs of a slight recovery. Graphs illustrate the problem.
