Technical change and the demand for skills by US industries
Article Abstract:
Industry-level measures of job skills are used to evaluate skill compositions and the pattern of changes over time. Dept of Labor data generated for the years 1966-74 were analyzed based on the Dictionary of Occupational Titles. Cognitive, interactive and motor skills were assessed using factor analytic tests. The study shows that the single schooling attainment measure of worker skills is inadequate and the growth in these skill levels was sporadic rather than consistent. This pattern can be attributed to developments in information technology. Hence, the demand for cognitive skills is influenced by tehnical change rather than mechanization per se.

Extensive analysis of data from the Penn World Table and UNESCO Statistical Yearbooks from 1960 to 1988 reveals that R&D activity is of vital importance in elucidating differences in growth solely among developed nations. Among middle income and underdeveloped nations, R&D activities are negligible as parameters in defining growth and development.
