Article Abstract:
Changes are occurring in the Japanese financial system, particularly in the strong movement of securities companies to assume functions traditionally performed exclusively by banks, such as deposit collections and fund management. Japan's largest bank, the postal savings bank, stands in opposition to such trends, which have been approved by the Finance Ministry and Bank of Japan. The postal service bank offers depositors higher interest rates and tax advantages, and makes reasonable loans to the governments.

Volcker Joins the Chorus - and the Markets Hear Him
Article Abstract:
In a recent speech before Congress, Paul Volcker, head of the United States Federal Reserve Board, said that the federal budget deficit must be controlled before interest rates could come down. Credit will be tightened to slow economic growth. Many critics demand a reduction of the federal budget deficit. Graphs are included.
