The allocation of public funds in a hierarchical educational system
Article Abstract:
The dynamic effects of the allocation of public funds between basic and advanced education are studied. The allocation policy has a huge effect on both aggregate and efficiency and equality when holding the fund size as fixed. The analysis shows that an allocation policy that focuses on basic education generates the usual redistribution from top to bottom, whereas allocation policy that favors advanced education generates bottom to top reverse redistribution. In less developed economies, allocation policies favoring basic education succeeds in aggregate efficiency and equality.

Applying the chosen methodology of world real interest rate shocks in a small open economy business cycle model, the authors shows how its fluctuations in output, net exports and net foreign assets are affected.
