The pre-programme earnings dip and the determinants of participation in a social programme: implications for simple programme evaluation strategies
Article Abstract:
Data from a major social experiment were examined to identify the counterfactual outcomes to the earnings of voluntary participants in a job training program had they not participated. These earning patterns and their implications for the validity of widely-adopted before-after and difference-in-differences estimators were investigated. It was shown that these estimators did not result in credible estimates of the impacts of training.

Risk-Averse Rent Seekers and the Social Cost of Monopoly Power
Article Abstract:
Competitive rent seeking is analyzed to evaluate the social cost of monopoly. Assuming the rent-seekers are risk-averse under uncertainty, competition is seen to result in rent dissipation for small rents. For large rents the value of resources utilized in competitive rent seeking may deviate substantially.
