The state and the social sector in Vietnam: Reforms and challenges for Vietnam
Article Abstract:
The renovation policy (doi moi) in Vietnam has helped the country to move from a centrally planned command economy to a socialist-based market economy. However there have not been similar improvements in the social sector. Private health and education providers were allowed to operate selectively through a socialization policy. Secondary and tertiary education received a larger proportion of public funding during 1987-97, at the expense of primary education. Only a small part of the health budget is allocated to the commune health system.

Vietnam: ready for doi moi II?
Article Abstract:
Vietnam should promote measures to liberalize trade and improve its financial system to prevent a recession in the future. Even though the country has survived the worst part of the Asian economic crisis, it should not be complacent in its fiscal policies. Vietnam should support economic reforms and transparency throughout the economy to realize positive economic performances and avoid problems resulting from bad debts hindering the performance of the nation's financial system.
