Lower bar for poor, DfES told

A government-funded study by researchers at Leeds University has recommended that universities offer places to 'disadvantaged' students whose results are up to two grades lower than the minimum course requirements. The report encourages admissions tutors to provide easier access to sixth-formers from low-income families or poor-performing schools.

The Dearing Committee's recommendations over funding and quality in higher education in 1997 resulted in a series of reforms over subsequent years that only succeeded in setting individual institutions against each other at the expense of the sector.
