Bursaries rock top-up talks
Article Abstract:
Universities in the UK have threatened to withdraw their support for the government's planned top-up fees bill after attempts by the government to broker a deal for the funding of poorer students reached deadlock. Ministers have been negotiating for months with universities in an attempt to get them to agree to contribute over UKPd800 for every poor student faced with paying the full UKPd3,000/yr top-up fee, with the state agreeing to pay maintenance grants and fee waivers totalling around UKPd2,150. Opponents of this proposal argue that having to put aside almost one-third of the income generated by the fees will leave universities with a large proportion of poorer students at a disadvantage.
