FE fears effects of top-up fees
Article Abstract:
College heads fear that the introduction of top-up fees in the UK could widen the funding gap for teaching between further education institutions and higher education institutions to levels that are "indefensible". They also believe that extra government funding should not go to universities if this will result in the financial needs of further education facilities being neglected, especially as further education colleges are expected to play a central role in the government's plans to widen participation in higher education and improve skills in the workforce.

Article Abstract:
Funding councils in the United Kingdom are proposing to organise funding through regional groups called confederations which are to include one or more university or higher education college. Funding scheme changes are required for the medium to long term, to readdress the changing needs of further and higher education institutions. Policy review groups are currently reviewing the proposals, and will submit a formal response in Apr. 1996.
