The New Zealand government has opted for a green paper/white paper approach for its comprehensive review of tertiary education, giving universities the opportunity to influence the outcome. The New Zealand government must be persuaded of the need to identify policy goals in the community interest, such as ensuring that minority and disadvantaged groups have access to tertiary education and that the quality of teaching and research is of international standard. The government should also consider a more interventionist approach rather than leaving the market to determine outcomes.

Article Abstract:
The higher education system in Indonesia has been suffering from rising demand within limited resources. Some university courses cost as much as 6,000 pounds sterling despite an average yearly income of about 300 pounds sterling. Teachers are paid very little and are often untrained although many remain inspired by their work. The introduction of distance learning courses may be one way of making higher education more accessible. The newly elected government will have to find ways of making higher education more easily attainable and they will need to raise standards.
