Article Abstract:
The Teaching and Higher Education Bill, published in December 1997, will have a drastic effect on the way universities are financed. The underlying aim of the bill is to reduce costs but this ignores the fact that the funding per student has been reduced by 40% since 1990 and student maintenance has fallen to 20% below the subsistence level. Library provision has been reduced and laboratories have old equipment. This has had a detrimental effect on the quality of work students can do. Maintenance given by parental consent will mean some students cannot get the money to go to university.

The future is science
Article Abstract:
The UK's universities and higher education colleges will play a key role in guaranteeing the country's future competitive advantage because the knowledge economy of the future will demand high levels of scientific ability. The UK already has a strong record in scientific achievement, and it is now time to maximize this advantage to ensure that UK companies are placed in a strong competitive position. There is no need to amend the ratio of basic and applied research to boost the UK's competitive performance, but more must be done to increase routes of knowledge transfer.

Universities drowning under dual titles waves
Article Abstract:
The relationship between universities and the state have always been difficult, but things have rarely been as bad as they are now. The Treasury needs to stop trying to make academic judgements or else the trouble will continue.
