Article Abstract:
The modern scientific workplace is inaccessible to the general public although it is generally the public who pays for such work. Decisions as to what science should be supported are made in considerable isolation, even from members of parliament, so it is important that the average person at least knows how scientific research work is managed and executed. It is proposed that establishments are opened up for inspection, even if there are areas that the scientists would rather the public did not see. They could then learn how scientific knowledge is obtained and how claims are authorised.

Cloak and dagger tactics no good to Ulster
Article Abstract:
The Northern Ireland Higher Education Council is not a funding council yet has to take the methodologies and policies of the Higher Education Funding Council for England into account when formulating its advice. Furthermore, since the council's advice to the Government has to remain confidential, any strategic plan that may exist for higher education in Northern Ireland is not in the public domain. The universities must seize the initiative since higher education in Northern Ireland will suffer if responsibility for its planning, development and funding is left in the hands of government.

Science with spirit
Article Abstract:
A large proportion of the Indian population lacks safe drinking water and half of Indian adults have never been to school yet India boasts the kind of excellence in science and technology normally associated with advanced industrialised countries. India has nearly 150 major laboratories and some 220 universities to contribute to advances in science and technology. India has yet to learn how to apply the expertise developed in one context to a different context, but the emergence of so-called people's science movements offers hope for the future.
