Counting the cost of quality out of control
Article Abstract:
A report from the Scottish Higher Education Funding Council has been critical of former managers at Glasgow Caledonian University in Glasgow, Scotland. This report, along with a report from the National Audit Office, indicates that the university is in a strong financial position, but that there has been a lack of management control. The case of this university highlights the fact that it is relatively easy to have formal quality control systems in place, but that in practice these may be made redundant or ineffective. There are no national mechanisms for monitoring this.

Ensure standards with a light touch
Article Abstract:
The Higher Education Funding Council for England and the Quality Assurance Agency face considerable challenges as they seek to establish a regulatory regime for higher education in the UK. It is becoming clear that additional funding will be granted to institutions where teaching standards are already very high, with Quality Assurance Agency assessments providing the basis for distributing the additional funds. It will be necessary to develop a qualifications framework and to link this framework with subject benchmark information and threshold standards.
