Article Abstract:
The vice-chancellor of the Open University argues that off-campus study is the only cost-effective way for the higher education sector to move forward. It is contended that the current system is only really designed to deal with 5% of the population, so new ideas need to be considered when the target for higher education participation is raised to 50%. Fortunately, technology has reached a level where off-campus learning is a viable option, but what is needed is a funding model that recognises this.
