London needs umbrella

Leading educationalist Professor Gareth Williams told a conference in London, England, in Feb. 1997, that higher education in the capital should be integrated citywide. He suggested that an umbrella body could be responsible for distributing funding and for quality assurance of all member institutions. He referred to the system operated by the City University of New York, NY, in support of his argument for coordination and integration. Williams proposed an 'opted out' privatised tier for those top research institutions which are actively considering tuition fees.

Article Abstract:
The UK government plans to increase funding to further education colleges to provide more higher education courses. Additional funds are being awarded to Northern Ireland in the hope of providing more higher education courses to help stop so many students leaving the province. English further education colleges are likely to benefit from funding for an extra 32,000 sub-degree courses, in 1999-2000. Wales has already been giving people the chance to study at higher levels at their local colleges. Over 40% of higher education students, in Scotland, attend colleges.
