The gargantuan effort expended in creating atomic bombs forced the US to use them in guaranteeing surrender from Japan even when bombing was unecessary. Pres. Truman assumed that the bombs would be dropped on Japan despite foreknowledge that it would cause large-sclae death and destruction.
