Article Abstract:
An analysis of the potential impact of the higher education bill in the UK following its passing of its second reading. It is contended that introduction of variable fees in 2006 will give a degree of power to students as they shop about for the best deals, but it is acknowledged that some changes will need to be made to the Universities and Colleges Admissions Service clearing system if students are to get the full benefit of their expanded power.

Article Abstract:
An overview of the wide-ranging program of reforms currently being implemented by the higher education system in Germany. Elements of the reforms include the creation of an Ivy League of universities, the introduction of tuition fees, a freeing up of the universities from political control and a switch to bachelors and masters degrees.
