The UK Liberal Democrats welcome the Dearing committee on higher education's call for increased access for students from lower socioeconomic groups but regret that the recommendations of the Kennedy report barely feature either in the Dearing report or in the Government's response to it. Dearing recognises that increased participation in higher education will only be achieved through part-time and distance learning. However, not only has he no plans to do anything about the tuition fees that constitute a financial barrier for part-time students, but he intends to introduce tuition fees for full-time students.

Dearing backs the learning net
Article Abstract:
The Computers and Training Initiative (CTI) is encouraged by the way in which the Dearing committee report gives communication and information technologies a strong supporting role in the teaching and learning process. The CTI welcomes the Dearing committee's recommendation that the various agencies charged with developing, implementing, disseminating or researching IT-based approaches to learning be brought together under a single co-ordinating body. Dearing envisages the CTI playing a central role in a new Institute for Learning and Teaching in Higher Education.
