Under 50% of funding for the majority of universities in New Zealand is supplied by the government but there is great concern if the grant is cut even further the quality of higher education will decline. The authorities suggest using private funds to make up any shortfall and the more economical use of resources. Some observers suggest the introduction of private money may result in government educational aims no longer being met. The cost of further education to the students doubled between 1994-1999 and fees for tertiary education have also risen.
